solved, some php script in wich there is infinite loop such as looping wget --timeout=5, I put sleep(1), cpu usage is much much be reduced.

install htop, CPU and memory monitor tools, check cpu usage, then look for which script or task cost highest cpu usage
sometime script loop can not run too fast or infiinite continue, put some some delay such as 1-second for critical function and its looping
